ACT Branch Meeting -- The data analyst’s guide to PLIDA (Personal Level Integrated Data Asset)

Topic: The data analyst’s guide to PLIDA (Personal Level Integrated Data Asset)

AbstractAdministrative data is a key and growing source of evidence in the development and evaluation of government policy and programmes.  However, administrative datasets are often limited by containing only information relating to a single Government portfolio, even though an outcome or policy setting can affect, or be affected by, any characteristic of a person or business.  For example, a study of what affects the likelihood of university students completing their course would be severely impaired if it only uses Higher Education data, as it would not being able to consider possible factors such as characteristics of employment during studies.  These limitations are removed via linking administrative data to create powerful evidence bases.  In this apolitical seminar, I will talk about one such example, the Person Level Integrated Data Asset (PLIDA; formerly the Multi-Agency Data Integration Project).  PLIDA brings together numerous Australian administrative datasets, including from the Census, and on education, health, tax and income support, and can be used for a wide range of research work, including longitudinal and cohort analyses.  During this seminar, I will give an introduction to PLIDA, and share some of my experiences using it, including challenges that I have encountered.  This will only include publicly available information.  I will also give brief introductions to data linkage, and to the ABS Datalab, through which PLIDA is available.

Biography: Tom Lawrence has worked as a Data Analyst in the Australian Public Service since early 2018.  His current work focusses on using integrated (i.e. linked) data to answer key research questions regarding the early childhood and school teacher workforce.  Previously, he completed a Master of Philosophy in statistics at the University of Western Australia, and has served on the SSA WA and ACT Branch Councils.
